Can we ever have too many parks?

We have a lot of parks in St. Paul not to mention an amazing trail system with miles and miles of bike paths.  In 2007 the old Xcel energy high bridge plant was demolished and now it looks like the clean up is finished.  The land is right along the river and is going to be a city park.  The park may open this summer.  Will it be an off leash dog park?  A people park or some combination?   We only have one off leash dog park in St. Paul and some think that is too many.   It will be nice to see the land put back into service.  . . but this is what it looks like today:
